Moment of Silent Prayer or Reflection – Mayor Quill asked for a moment of silence.

Presentations and Proclamations    

Mayor Quill introduced Monique Williams, Executive Director of Booker T. Washington
Center.  In conjunction with the resolution before Council to approve extending an agreement with BTW to lease the city owned building they occupy.   Ms. Williams presented Council with a report on the programs offered by Booker T. Washington Community Center and the services offered to Auburn youth and the community.  Mayor Quill thanked her.

Public Announcements – None             

City Manager’s Report - None

Report of City Officials – Councilor Brower reported that she and Councilor Graney toured a recycling facility in Ithaca last week.  She also reported on her experience meeting the students of the Auburn High School New Visions program.  She reported that they would do a presententation to City Council on May 1st.

Committee Reports - None

Presentation of Petition and Communications   - The Clerk read.

Ordinances  

Bond Ordinance #4 of 2008, authorizing the issuance of $1,225,000 serial bonds to finance the cost of the purchase of equipment for the Department of Public works.  VOTE: Councilor Graney, McNabb, Smith, Brower and Mayor Quill, aye. PASSED.

       
Resolutions  

Council Resolution #36 of 2008 determining that proposed actions are type II actions for purposes of the New York State Environmental Quality Review Act for the purchase of equipment for the Department of Public Works. VOTE: Councilor Graney, McNabb, Smith, Brower and Mayor Quill, aye. PASSED.

Council Resolution #37 of 2008 proclaiming May 31, 2008 (also known as World No Tobacco Day) to be NO TOBACCO ADS DAY in the City of Auburn.
Agreement Resolution #38 of 2008 authorizing the Mayor to enter into an agreement with Amawalk Consulting Inc. for professional services. VOTE: Councilor Graney, McNabb, Smith, Brower and Mayor Quill, aye. PASSED.

Council Resolution #39 of 2008 authorizing the City Manager to advertise for bids for the 2008 City Sidewalk Program. VOTE: Councilor Graney, McNabb, Smith, Brower and Mayor Quill, aye. PASSED.

Agreement Resolution #40 of 2008 authorizing the Mayor and City Manager to execute an Addendum to Agreement on behalf of the City of Auburn with Booker T. Washington Community Center. VOTE: Councilor Graney, McNabb, Smith, Brower and Mayor Quill, aye. PASSED.
        
Council Resolution #41 of 2008 authorizing the implementation, and funding in the first instance 100% of the Federal-aid and State “Marchiselli” Program-aid eligible costs, of a transportation Federal-aid project, and appropriating fund therefore for the East Genesee Street Reconstruction Project. VOTE: Councilor Graney, McNabb, Smith, Brower and Mayor Quill, aye. PASSED.

Council Resolution #42 of 2008 authorizing that the City Council meeting of Thursday, April 17, 2008 is hereby cancelled and that the next regular meeting of the City Council of the City of Auburn will be held on Thursday, April 24, 2008 at 6:00 p.m. VOTE: Councilor Graney, McNabb, Smith, Brower and Mayor Quill, aye. PASSED.

Agreement Resolution #43 of 2008 authorizing the Mayor to enter into a retainer agreement with Bond, Schoeneck & King PLLC to represent the City in litigation with Verizon New York, Inc. VOTE: Councilor Graney, McNabb, Smith, Brower and Mayor Quill, aye. PASSED.

Appointment Resolution #44 of 2008 authorizing appointments to the AIDA. VOTE: Councilor Graney, McNabb, Smith, Brower, aye, and Mayor Quill, abstained.  PASSED.

Other Business
Councilor Smith asked if the City could investigate offering tax breaks to property owners that improve property in targeted neighborhoods similar to what the City of Syracuse does.  Council discussed with Jennifer Haines, Planning Director and the City Manager.
